Mấy hôm nay, một số anh chị em ở nước ngoài xôn xao về một bài báo khoa học của một nhóm tác giả Trung Quốc công bố trên tập san Waste Management. Bài báo không có gì đáng chú ý nếu không có bản đồ với “đường lưỡi bò” 9 đoạn. Hôm kia, tôi đã có một thư phản đối, và trước đó vài người bên Phần Lan, Pháp, Úc cũng phản đối. Chúng ta cần phải lên tiếng khi những thứ “rác” Trung Quốc như thế này xuất hiện trong kho tàng khoa học.
Bài báo có tựa đề là “
Municipal solid waste source-separated collection in China: A comparative analysis” của Jun Tai, Weiqian Zhang
, Yue Che
, Di Feng, công bố trên tập san
Waste Management 2011; 31:1673-1682. Tập san này có impact factor 2.3, tức cũng kha khá. Ngay sau khi công bố, một chuyên gia người Việt ở Pháp phát hiện bài báo có một sự bất thường. Sự bất thường đó chính là bản đồ Trung Quốc có 9 đường đứt đoạn lưỡi bò (xem hình dưới đây).
Bản đồ trong bài báo có 9 đường đứt đoạn lưỡi bò. Chú ý tác giả viết sai tiếng Anh (đáng lẽ là Geographical location, nhưng họ viết Geological location). Thật ra, bài báo còn nhiều chỗ sai sót tiếng Anh khác nữa, sai rất Tàu. Hi vọng nay mai sẽ đem bài này lên bàn mổ ể làm ví dụ về cách viết bài báo khoa học. Lập tức, một số nhà khoa học gốc Việt viết thư lên ban biên tập và tổng biên tập của tập san
Waste Management để phản đối. Tôi tìm đọc bài báo và cũng đã có thư phản đối (trích dưới đây).
Tôi nghĩ chúng ta – các bạn và tôi – còn quan tâm đến đất nước thì phải có trách nhiệm lên tiếng trong những trường hợp như thế này. Tập san khoa học là một diễn đàn, nhưng cũng là nơi lưu giữ chứng từ khoa học cho hậu thế. Chúng ta đã thấy thua kém trong vụ chất độc da cam cũng chỉ vì không có bằng chứng trên các diễn đàn khoa học quốc tế. Nay đến vấn để chủ quyền là cực kì quan trọng, chúng ta không thể nào lại thua một lần nữa. Chúng ta không thể nào để những kẻ thù của chúng ta (Trung Quốc là kẻ thù của Việt Nam, TBT Lê Duẩn nói như thế, phải không?) lợi dụng diễn đàn khoa học để luồn một bản đồ như thế. Do đó, tôi đề nghị các bạn nên viết một email gửi đến ông tổng biên tập để phản đối đường lưỡi bò vô lí này.

Hay viết theo cách trình bày của tôi như sau. Sẵn đây, tôi cũng chỉ các bạn kĩ năng viết một letter to the editor cho đúng và chuyên nghiệp. Dù sao tôi làm editor nên cũng biết mấy chuyện này và có thể chỉ các bạn trẻ (chứ không dám chỉ các bạn bậc thầy) cách viết. Vào đầu lá thư, nên tự giới thiệu mình là ai, tên gì, làm ở đâu và chức danh. Nên nhớ rằng đoạn đầu cũng là đoạn nói lên ý chính của lá thư (vì người phương Tây tuyên bố lí do ngay từ đoạn văn đầu chứ không phải đoạn cuối như người châu Á chúng ta): Dear Professor Cossu, My name is ABC, I am a researcher from the University of XYZ. I have recently been drawn to a paper by Tai et al (Waste Management 2011; 31:1673-1682) which I consider contains a serious error of fact. In the paper, Tai and colleagues present a map of China (Figure 2) which includes a territorial sea encompassed by 9 dotted lines, commonly known as “the ox-tongue shaped zone” or the “U shaped zone”. Although the map is presented as fact, it is highly unscientific and could have serious implications to on-going disputes regarding the legal status of the zone. Sau đó quay lại vấn đề khoa học, chỉ ra rằng bọn tác giả Tàu không có reference về cái đường 9 đoạn, không có chứng từ khoa học, và như thế thì ... phi khoa học - unscientific. Bồi thêm một câu là incorrect - sai. Hơi nặng một chút, nhưng cần thiết. :-) The 9-dotted zone encircles the archipelagos of Paracels and Spratlys. The archipelagos and the 9-dotted zone have been a subject of territorial dispute among Vietnam, the Philippines, Malaysia, Brunei, and recently China. While Vietnam has exercised her sovereignty over the archipelagos as early as the 15th century, other countries (e.g., the Philippines, Malaysia, Brunei and China) have made certain territorial claims of the archipelagos. In recent years, China has arbitrarily presented the U-shaped map and claimed it as her “historic water”! However, there are neither historical evidence nor scientific data to support the claim. Scientifically, it is impossible to locate the sea line, due largely to lack of coordinates. The map is not recognized by any international organization. Thus, the 9-dotted lines zone presented by Tai and colleagues is an error of fact. It is also scientifically incorrect. Đoạn thứ ba là đoạn nói về ý nghĩa và tầm quan trọng. Đoạn này phải ngắn mà mạnh: This error has serious implications in international relations. The 9-dotted lines zone claimed by China has sparked an on-going and heated dispute among concerned countries, and the dispute has intensified to a dangerous level. In recent years, several Vietnamese fishermen working in the archipelagos have regularly been harassed and terrorized by Chinese naval vessels. Even worse, some were arrested and murdered by people allegedly linked to the Chinese military. As early as four weeks ago, two Vietnamese ships working on an oil exploring mission were harassed by Chinese patrol vessels who were intentionally snapping cables used by the Vietnamese ships. The incidents and the dispute on the 9-dotted lines zone are so serious that the United States Congress has publicly expressed some concerns. The US-based Center for Strategic and International Studies is organizing a conference on Maritime Security in the South China Sea (today and tomorrow) in Washington. I would like to bring your attention to the implications that could be associated with the publication of the map presented by Tai and colleagues. Đoạn thứ tư là đoạn đề nghị cách giải quyết. As an editor of a number of medical journals, I myself come across errors of fact in papers from time to time. While most errors are simply oversights by authors, others are more or less systematic biases. I consider that regardless of whether the error in the Tai et al’s paper was an oversight or a bias, it should be corrected -- for the benefit of science and scientific integrity. Could I therefore take the liberty to suggest that you put out a correction in Waste Management as soon as practically possible.
